The Law on Youth in Albania is "en route"

The intervention in the draft Law on Youth in Albania was last year part of BBA's advocacy campaign. After the Law was enacted by the Parliament, the government continued with preparing the bylaws and paving the way to start its implementations. This law was drafted by the Ministry of Education, Sports and Youth and is distributed among interest groups in the framework of public hearings. During August-September 2020 structures of National Youth Congress (an affiliated partner of BBA) have held consultation meetings with the member organizations and law expert with the aim to share information and comments related to the “Law on Youth”, gather the voice of youth around the case and suggest the best options for the drafting of the bylaws. 

After the internal consultation, the structures of National Youth Congress have come up with a joint declaration claiming to change some acts, such as:

  • For determining the criteria that must be met by the "National Representative Youth Organization ”
  • "On determining the criteria and procedures for the election of members of the National Youth Council, as well as the manner of its organization and functioning"
  • “On determining the criteria and procedures for the selection of youth organizations and / or for young people who receive funding from grant funds from the state budget, dedicated to youth. 

BBA was also part of this consultation and gave its contribution is addressing the issues of relevance and need. At plesent the declaratin has been sent to the Ministry in line and we are waiting to have the final bylaws enacted.
