Projects targeting youth from remote and rural areas as well as youth from vulnerable groups will obtain additional points.
Personnel of national administrations cannot be paid within the project supported by this call. On the other hand, they can be engaged as educators or trainers as experts in a certain field. For their work, they can have an honorarium.
Design of the action shows how coherent is the overall action. Does it reflect the analysis of the problems involved, take into account external factors and relevant stakeholders. Is the action feasible and consistent in relation to the objectives and expected results?
Applicants should have an annual turnover less or equal to EUR 50.000.
Experience in the field of youth employment and youth employability has to be proven throughout the previous experience in implementing projects in the field of youth employment and employability and other project related to the issues of youth and their needs. Be advised to check Application form WEB4YES2019, part 3-Organisational experience.
Contribution of the organization to the project which should be at least 10% can only be in the form of financial contribution and cannot be an in-kind contribution. Financial means of organizations should be on the same account as financial means gained through the call.
How many CVs should be uploaded?
At least one, if possible of project coordinator.
There are not any quotas per countries. All projects will be evaluated on the basis of quality of application.
For the purpose of promoting the call project partners will organize info sessions across the region.

The results of the selection will be publicly available no later than 60 days after the deadline for submission of the projects. Also, a certain time period for signing a contract is required. Optimal start of the project is early September.
Are organisations registered in 2019 eligible to apply?
There is no time frame in which the organisation should be registered, but organisations should be able to provide at least one balance sheet and income statement from 2018.
Can private companies apply for the project?
Only companies registered as social enterprises, within the framework of the Law on Social Enterprises (currently only in Kosovo), fulfill the conditions stated in the Invitation.
Does the Call support individual entrepreneurial initiatives?
The aim of the call is strengthening civil society organizations capacities and to support initiatives for improving the employability and entrepreneurship of young people.
Who are entities which can apply?
Entities that can be supported can:
(1) be legal person;
(2) be non-profit making;
(3) be civil society organisation or non-profit making enterprise;
(4) have a proven track record or experience in working in the youth or employment/entrepreneurship field;
(5) be established and operate in Albania, Bosnia and Herzegovina, North Macedonia, Montenegro, Kosovo or Serbia;
(6) be directly responsible for preparation and management of the project.
(7) have an annual turnover of less or equal to EUR 50,000.00;
(8) has never been a recipient of an EU grant from the IPA programme or has limited experience in participating under the EU grant support framework;
(9) have the management capacity, professional competences and qualification required to successfully complete the proposed action;
Should the partnership be on a national or regional level?
Partnerships on national or Western Balkan level are encouraged and must be based on the real needs of the project implementation.
Is it obligatory for the applicants to have project partners?
The lead applicant has to involve at least one co-applicant from national or WB country.
Both the lead applicant and the co-applicants must meet the eligibility criteria.
On the website of the WeB4YES project, within the section Local Initiatives, you can find the list of the organization participated in Capacity Building Training for advocacy and development of youth employment policies organized within the project, in 6 Western Balkans countries.
However, be aware that organizations from this list will not be favored in any way during the application process and the list is just one of the source where partners can be find.
